A participant wanted to add an EJB project into a Web project but 
instead of that he created a library in library manager. He 
invoked the library manager from the project properties, created 
a library, and after closing the library manager the participant 
didn't notice that it wasn't actually added to the project.

Because of this problem:
1 participant didn't complete Task 2

It is very questionable what is the real problem. We'll reevaluate this for promo-f.

Old issue, not clear how to solve, changing to TASK.

If issue 55871 gets resolved user will not have this problem.
