   Wizard for ejb-ff project is checking whether
ejb-jar.xml file exists or not. If that file does
not exist, user is not able to finish the new
ejb-ff project wizard.
   Wizard for web-ff project should check if
web.xml  exists somewhere on provided
path/sourcepath/classpath to make its behaviour
consistent with new ejb-ff project wizard.

Based on user feedback I think it's much better just warn the user and
don't forgive them create web freeform project without web.xml.
