I can't browse for a servlet to be my Welcome
File, but the paragraphs "Servlets as Welcome
Files" in the link below says that it's possible
with 2.4/2.0/Tomcat5.x:

Yes, I would qualify this as an enhancement.
There is a workaround to write the servlet mapping manually.

OK. 

Please note that this issue is also applicable to error pages. In
other words, it should also be possible to select a servlet as an
error page.

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
