In current implementation the watches view is
topmost view. It is quite useless to show it as
topmost view,  if it is empty. In such case, make
the Local Variables view the topmost view.

In current NB (6.1) the watches are no longer the topmost view. -> setting to resolved fixed

Verified ... and Closing all issues resolved into NetBeans 6.7 and earlier.
