-create new project -> Samples|blueprints...|Web
Tier...

=> projects are sorted alphabetically except of
"Making Web app Accessible" - this one is on the
first place but should be after "Handling Command
Submissions"

This is a little more complicated than I thought.
Currently "new project" window sorts the entries in
mf-layer.xml with <file name=>. (correct me if I'm wrong)
However, the alphabetical order with name attribute does not
always match the one with string retrieved from the property
file. This is especially true when considering l10n.

So, we have to either:- A) force the Strings (and the translations)
to be ordered according to the <file name=> value
or B) make the new project window sort not by <file name=>
but by the strings from property file.
 - need more investigation.

fixed in v1.11 of j2ee/external/blueprints-
solutions-catalog.zip.scrambled.
