Open menu Versioning and scroll over menu items -
it stops on the first menu item - Versioning
Manager for couple of seconds and then it
continues to highlight other menu items.

The problem is in fact in VCS Generic module, which reads the list of
commands dynamically from XML profiles. Reading from XML and class
initialization takes some time. The whole process was postponed to the
sub-menu invocation (fix of issue #38108).
Decreasing to P4.

Milan is speaking about submenus not main menu itself, I think it's dup of issue
56980 (provides more info).
