Should use OpenIDE-Module-Build-Version.

reopen if needed with more info about why it's a bug...
For example, org.netbeans.api.java/1 does not have a
OpenIDE-Module-Build-Version in its manifest.
netbeans site search with "OpenIDE-Module-Build-Version" does not give
much regarding why it's needed.

This change is required to simplify batch updates of module
dependencies after branching.

See issue #53385 for an example of a similar problem that has been
already resolved.
