It's reproducible with RC2

1)Start the RC2 and download from autoupdate the
support for nb projects
2)Open the Editor Library project
3)Open the Editor project
4)Go to a package in Editor Library project and
invoke wizard for new java class.

In the wizard you have Package:
org.netbeans.modules.editor and you are not able
to choose a package from Editor Library. The
wizard offers only packages from Editor project
and if you write the right package from Editor
Library, then the class and the package is created
in the Editor project.

You don't have any chance, how to create new java
class in the Editor Library project.

Is this reproducible only with apisupport module (I mean in nbproject
type)? If so please reassign.

It can't be reproduced in standard j2seproject. It happens only in the
editor module. The FileOwnerQuery returns the wrong project for
sources from editor/lib. It returns editor project. This is caused by
wrong projectization of editor/lib module.
Probably not P1.

I'm sorry for the late response, I can reproduce it only with
apisupport module and not with j2se projects.

Probably problem in NB project type and its handling of external
source roots?
