the following exception is thrown:

org/netbeans/modules/vcs/advanced/config/layer-includes-commands_XX.xml
not found in
/home/ql155235/netbeans-4.0rc2/ide4/modules/locale/vcsgen_zh_CN.jar

When I created an empty file
"layer-includes-commands_XX.xml" into this
"vcsgen_zh_CN.jar" file, the IDE was started.

Then three files are missing. Some problems should have happened
during the building.

Actually the same problem happens with Russian RC2 too...

I'm passing this issue to Rudolf Balada so that he dispatches it to
appropriate people in vcsgeneric module

Fixed in 4.0 or where? Need to always update Target Milestone when
closing any issue.
