It looks that
/cvs/ide/launcher/upgrade/src/org/netbeans/upgrade/copy4.0beta2 does
not list Services/org-netbeans-modules-java-SourceOptions.settings so
the upgrade from beta does not work. This must be P2 since we want
this to integrate to nb 4.0
