nbbuild: 4.1ea1

1. create web service
2. open file WEB-INF/webservices.xml in editor
3. validate this xml
4. validation error: "cvc-elt.1: Cannot find the
declaration of element 'webservices'. [2]" click
on that link
5. right-click somewhere in editor
6. menu begins with "tools" item/submenu instead
of "open" item
