New Locale dialog is opened again when you click
Cancel button. To reproduce:

- create a new properties file
- invoke "Add Locale..." context menu item on
properties node
- cancel New Locale dialog and it is opened again.
Second attemp closes the dialog definitely.

Build 20041013-1045, JDK1.5.0, WindowsXP.

Confirmed. I reproduced it on NetBeans 4.0 FCS once in 10 attempts.

Jiri Skrivanek, are you able to reproduce it more reliably?
