When I attempt to create a new project, I get an 
exception; and the project is not created.

Endless list of mdr exceptions, reassigning.

This exception was fixed a while ago. I recommend to get the latest
q-build once it comes out (hopefully tomorrow). For now you can
recover from the exception by deleting C:\Documents and
Settings\A1022361\.netbeans\4.0beta2\var\cache\mdrcache directory.
