When entering comments for a checkin, it is 
necessary to be able to scroll through the 
source or diff window in order to be able to 
know what to enter into the checkin comments.

I don't feel this issue like necessary. I'm  suggesting  to close it.

For me it's necessary. Typically I commit different files in one transaction
(subversion). I want to describe few important things at different file
positions and in different files.

A modal commit window is not very usefull.
