040824. Sometimes when I run a build in word wrap
mode, no scrollbars appear, though the output
clearly extends far below the bottom of the output
window. In fact, if I move the caret using arrow
keys, I can move it out of the viewport, as if it
is moving among invisible text below the bottom.

Sometimes works, on the other hand.

Changing OW size, e.g. by closing another disused tab so this tab
becomes the only tab (thus increasing height), makes scrollbars
suddenly appear.

This should be fixed, along with a bunch of other stuff.  Can you still reproduce it?

AFAIK this is fixed - for a day or so there was a bug where as reused tab's document 
would never receive any events to tell it to update, and this is probably an artifact of that.  
Tried a bunch of word-wrap builds with no problem.

Gone as far as I know. Cannot truly verify since I don't remember
being able to reproduce it to begin with.

Have you considered the possibility that you're working to hard? (dumb question, you're in 
the same boat I am...better:  have you considered the possibility that we're all insane?)
