to reproduce:
1) create a new VSS workdir and set it up in the
IDE using versioning manager
2) create a new project in the workdir
3) add project files into the VSS project
4) close the project & restart the IDE (not necessary)
5) create a new workdir & setup VSS in the IDE for it
6) checkout the project via versioning view
7) try to open the project from the new workdir
=> the folder is still marked as non-project - I
cannot open it.

Note that there are all files which has to be
comprised in a project. I tried to copy the
workdir content into another directory and then
the files are recognized as a project.

There is also a workaround - restart the IDE.

I went through the infinite pain of getting VSS work only to find that
it works for me :-)
I create a project in VSS working folder then set another folder, "Get
Latest Version" and I can then open a project from the new working dir.
