Installer should set execute permissions for
scripts in Tomcat's bin directory. Without this
permission you can't start Tomcat server.

What installer do you use? I checked and permissions for tomcat seems
ok in folder: $NBINSTALLDIR/nb4.0/jakarta-tomcat-5.0.25/bin
for new installer from /installer/coreide.

I have installed the latest installer version now and permissions are
OK. Maybe this issues has been fixed. I close the bug.
