The encoding of the jsp document is a little 
complicated. I think we have to have a
documentation about this. See issue #43269 and

I've documented this (at last!)

But, because this is quite a complex issue, I think this needs to be
verified before it can be marked as 'fixed'. It is 'only' one topic:

I reviewed all items under

JSP File and it's ok  for me.
