Bundled tomcat module will be moved to nb40
cluster. This will allow other products then
netbeans to exclude bundled tomcat if they need
to. They can simply create a different cluster and
not use the nb40 cluster (which will give them
other advantages too, such as different welcome
screen, etc.). 

I am sending this for review as this is a change
of installation layout.

cvs diff -u is usually better.

I know it does not make much difference right now, but the correct
cluster for bundled tomcat is nb.pkg.nb (welcome screen is also there).

I commited the fix as the second attachment shows (i.e. as Jarda
suggested).
