Steps:
1. launch nb on Solaris for sparc or x86 with the
zh_CN.UTF-8 locale.
2. File -> Mount Filesystems

Result:
The descriptions for the filesystem types are in
garchar.
* The descriptions elsewhere are ok, e.g. when
creating new files etc.
** This only happens on Soalris with zh_CN.UTF-8
locale.

Mount Filesystems feature was changed to the project system at past release. No longer issues.
And also, descriptions in the HTML resource now have charset attribute. It's displayed fine in the zh_CN.UTF-8 locale.
