Steps:
1. launch multilanguage version of NetBeans 3.6 on
Solaris x86 with Chinese locale.
2. Help -> Help Contents -> Core IDE Help -> JUnit
Module Help

Result:
English topic names exist.

In the latest version 6.5, all JUnit help index are displayed in Chinese.
