Steps:
1. launch multilanguage version of NetBeans 3.6 on
Solaris x86 with Chinese locale.
2. Help -> Help Contents
3. Click on Index tab

Result:
The sorting oder is wrong. 
* Now the keywords were translated but remain the
original English alphabet order.So it'll be very
confusing for the users to find out the right
keywords in Chinese.

We no longer  have Index tab in the Help window.
