Steps:
1. launch multilanguage version of NetBeans 3.6 on
Solaris x86 with Chinese locale.
2. Create GUI form, e.g. Application Form, from wizard
3. select JFrame node
4. open the Properties window

Result:
The Chinese menu Properties, Event, and Code are
underlined, while mnemonics are missing.
