Steps:
1. launch multilanguage version of NetBeans 3.6 on
Solaris x86 with Chinese locale.
2. update anything in code
3. close the file

Result:
The save confirmation message comes up which is in
English. ("File xxx is modified. Save it?")

It has been fixed at 5.0 release.
