Steps:
1. launch multilanguage version of NetBeans 3.6 on
Solaris x86 with Chinese locale.
2. create new Application from wizard.
3. observe the menu items on the application form

Result:
By default, the menu items are in English.

We are using  NetBeans3.6 ML RC1 build which is downloaded from
http://phoenix.czech.sun.com/builds/netbeans/release36ml/new_build/

It does not happen in Netbeans 4.0. Fixed.
