Based on discussion with Chau and her suggestion
to file this as rfe
for next release.

we now have 3 different installers/products - en,
ja or zh

s1s ide along with arrow release has moved to more
usual way of having
one installer, letting user choose which if any
additional locales to be installed and then just
installing the locale specific packages for them
after doing install of base product.

This allows for a cleaner install, clearer to
users and not as much impact
on installer or RE teams and is how most Sun
products are installed.

Chau on our installer team can give more technical
information
about this.

This isn't relevant to ISMP based installer.
Can be done for RPM/SVR4 packages, please submit RFE
in bt for related products.
