Currently, the "Rename..." action on file nodes in
the filesystems window (and the Project and Files
windows in the forthcoming project system)
displays a secondary window to get the new file
name.  In contrast pressing F2 or clicking on a
selected file name allows you to rename the file
"inline".

On Windows and the like, the "Rename..." command
is the same as pressing F2 (that is, it allows
editing the filename "inline").  I think we should
be following that convention, and not displaying a
secondary window.

what about accesibility ? is the dialog better for a11y ?

I believe that if the right a11y support exists for editing the name
in place (that is, standard string-editing support), this is as
accessible as a dialog.  But, I'm adding Dusan to the interest list on
this so he can comment.

this report has some merit, but it's RFE not a bug.  Consider doing it
for post-4.0

Rename was replaced with refactoring, inline rename invokes the same dialog (as refactoring).
