1.Create form and add the Button to this form
2.The default font is "MS Sans Serif 11 Plain"
3.When the form is executed the font seems to 
be "MS Sans Serif 12 Bold"
The impact is that the user is not able to 
set "MS Sans Serif 11 Plain" as the font of any 
component. See attached Screenshot where the 
designer and the corresponding executed form is 
visible.

This is the known problem of different look&feel of designed form than
running form. See issue 38043. There is no solution now - other than
running the IDE in metal look&feel explicitly too.
