Reproducible on SOl, Win, Lin

If you open a java file, invoke main menu Tools ->
too many actions aren't present (see attached
screenshots).

By the way, Tools popup menu on nodes (java, form ,. ....) is empty.

Radim, you are the last one changes something in ToolsAction...
