gui.javahelp.JavaHelpDialogTest.testHelpByButtonNonModal
test fails. It looks for Help button which is not
on the tested dialog.

It's my/QA test, so why it's reported against core ?

There is kw TEST, which is supposed to be used for "Issue related to
failing, unfinishing or errors in the test." And it's in tests for
core module. I would use qa component for tests in module qa (e.g.
IDEValidation). There are no rules for such cases.
