When deleting a custom web browser set as the
currently used one, I can delete it from
IDEConfig/ServerAndExternalToolSettings/Web
Browsers. The system settings even reflect this
change and change the actuall system browser.
Unfortunately this change is not reflected and
system uses still the deleted browser to view URLs
(e.g. view on html pages, documentation indices,
URLs).

To get it working, the system browser must be
manually reset to the new value.

I'm opening this bug, since it is reproducible in
Arrow build

I don't think so - at least as far as i remeber beta worked fine.

I can confirm this bug is reproducible in today's trunk as well.
