You have the pieces for a Mac-ready release of 3.6b, why not 
make it? 

The zip version of the "Archive Distributions" has a .dmg (disk 
image) of the necessary NetBeansLauncher. It works (after 
mounting the dmg, and copying the NetBeansLauncher). 

Can someone take 5 minutes to copy the "netbeans" stuff into 
the launcher, and make that download available? If you want Mac 
OS X testers and users, then make it easy to download and run.

As of today, 2004-02-12, a Mac OS X installer for NetBeans 3.6 beta appeared on the 
Downloads web page.
