Try to delete Actions node under Global settings tab. You will be succesful, unfortunately.
Consequenty you cannot customize menus by copying actions into it.

Priority is changed to P4 (normal).

I don't think they are deletable, maybe once they were.

It works fine now,
verified, closed.

Resolved for 3.4.x or earlier, no new info since then -> closing.
