How to reproduce
1) Have a web module with a JSP
2) Run in debugger (Alt-F5)
Notice: new "Debugger Console" window appears
(it's OK, it's the first one)
3) Finish debugger (Shift-F5)
4) Run in debugger (Alt-F5)
5) ERROR:
another new "Debugger Console" window appears -
it's annoying, because there will be many of them
soon :-( (repeating steps 2 and 3).

OK closed as duplicate -- and sorry I really didn't search this bug in
core.
