It was mounted as a VCS filesystem. If the connection can not be established on startup, this exception is thrown.

There is no attachment with the stacktrace of the exception. Could you provide
it?

Well, I was not able to reproduce it neither on #1159a nor on dev builds. It was
probably fixed somehow.

I was able to reproduce it !!
In build #75, log attached.
(The very last exception is localized IO exception from VCS FS, that is O.K.)

Seems to not appear in NetBeans 3.2 at all. It was most probably fixed during 
NetBeans 3.1 stabilization phase [at least I remember fixing some bug when 
deserializing Editors, it wasn't VCS- or innaccessible file-specific issue]
