NetBeans 3.5.1 fail to start after installation!

OS: Windows 2000 Server Chinese Tranditional
Software installation sequence:

   J2SE JRE 1.4.2_03 
   J2SE SDK 1.4.2_03
   NetBeans 3.5.1

By the way,

   Try to install by cobundle in Windows Home Edition / Professional 
Edition Chinese Tranditional.   All stopped at 8% and then no 
response.

1. For Windows 2000 (Chinese Traditional):
   -> do not change default setting when install by cobundle

2. For Windows XP (Chinese Traditional):
   a. when 1st time install with cobundle will stop at 8%
   b. restart Windows XP and delete failed installed directly 
C:\Program files\j2sdk_nb
   c. and try to install again, seems work
