The properties module does various editing with
"customizers" on the properties nodes in the
filesystems view.  This information is generally
redundant with what can be done in the editor and
in the properties window.  The one exception to
this is that one can create new locales in the
customizers, but not elsewhere.  This actually
should be doable in the editor, in any case.

That is: remove the "customize" contextual menu
items and their associated dialogs, and add the
ability to add locales from the editor.

Accepted.

I agree with the arguments. Moreover, I plan not to bundle multiple properties
file in a single object (node) - see issue #48263 so the last remaining need for
a customizer would be eliminated.
