As defined in UI specification
http://ui.netbeans.org/docs/ui/ws/ws_spec.html#3.3
[read-only] flag should be in tooltip not in the
header as it is in currnet implementation

    *   Name - name of a default document window
corresponds to a name of object it displays, e.g.
"ColorPicker". Name of the document window doesn't
contain other information than the name of the
object to make the document header as short as
possible. An exception to this rule is a modified
status, which is currently displayed as an
asterisk in the document header.
* Description - description provides important
information about the object displayed in the
document window, or other useful info. An example
is VCS status and read only attribute. Description
is displayed in a tooltip over document header and
in the status line when a document window gets
selected.

I have to pass to HIE for decision, because there is a tension between
spec and previous impl. Spec says nothing about the full path of the
document, which is shown in tooltip in several previous versions and now.
So, how should tooltip exactly look like? Should it be multiline? I
would like to see something like name pattern:
"<VCS status> <read-only status> <other status>
<path>" for the tooltip.
