Currently entity catalogs UI present itself under
a runtime node. It allowed to mix global and
project (only one active at time) scope catalogs.

In projects based IDE the runtime tab will be
removed. More open projects are allowed. Project
has concept of resources/settings.

Proposed mapping:

project scope catalog -> project resource

global catalog -> project type with preconfigured
  catalog resource (it's not b/c mapping)

As described in

current work on projects prototype has been stopped.
