To install all modules globally, the user now has
to check the checkbox next to each module
individually and answer the resulting dialog box
for each module.

Instead a checkbox can be provided to "Update all
modules globally". Unchecking the checkbox will
revert to the initial selection of the checkboxes.

This issue is now being discussed at 102790.

As mentioned in 102790, there is now a new checkbox in Settings tab that allows the user to install all selected modules
either globally or locally. 

Of course, compared to previous versions, we have lost the ability now to individually select some modules for local and
some modules for global install (it is now an all-or-nothing proposition: all selected modules locally or all selected
modules globally). But this may not be a valid usecase and hence need not be supported.
