In 3.5, but not s1s,
a message in bundle file,
Server and External Tools Settings 
does not appear as translated in the localized
Japanese build.

Instead, in english appears
ServerAndExternalToolsSettings

with no spaces; this seems to be part of the
key value, that is, without the spaces.

In s1s, this apprears ok
but it seems in that case
that the message comes from the same key/value in
a core.jar bundle file.

I think it is problem with nodes. It was already filed. See issue #27177.
