1. in options window, select form editor setttings
2. select expert bab
3. click the pull down

in english locale, there are 3 choices shown -
GUI Editor, Editor, None, but in localized s1s
in ja locale, the word None is not there, there is
a blank space where it goes.

Even selecting that blank space does not cause word
none to be chosen.

The display name "None" is internationalized, but the real value it is
translated to is also string "None", so there seems to be some
unwanted interaction. I'll look at it more closely.

Property values hash key and value were mixed up in
FormLoaderSettingsBeanInfo.getTags method.

Fixed in Nevada Patch 1 and in Arrow.

With the new window system there are no workspace anymore, so the
"Workspace" option was removed. So this bug goes away too.

verified in s1s in arrow 09 build, from patch fixes in this s1s
