How to reproduce:
1) Start some naming service
2) Bind it into IDE
3) Stop naming service
4) Restart IDE
5) Bound Naming Context is now shown as broken
6) See its popup menu
7) ERROR - There is no Refresh action. So when
service is started (with the same IOR) once again,
you are not able to work with it unless you
restart IDE.

I as able to reproduce it, however im not sure that this 
feature was available in past releases.
I checked it and it was not available for S1S4u1 so either 
it was already removed or not available.

However I also think that it would be good to have it 
there. Im setting it to ENHANCEMENT untill I will be sure 
that this feature was already available.
