If in same bundle file, are duplicate message
keys but with different messages, both will be
translated but its unknown which would show when
user runs localized product.
./org/netbeans/modules/javadoc/search/Bundle.properties

CTL_INDICES_MenuItem=Documentation &Indices 

This one is better, I think. Not a very big difference 
between the two, but Javadoc is trademarked (I believe) so 
it's better to use the generic Documentation because I 
don't know if "index" is on the official list of approved 
nouns for use with Javadoc.

I've verified the fixing in Nevada RC7 Build
    and S1S Trunk Build (030612).
