-fontsize argument doesn't affect window titles,
as Explorer, Output Window, Debugger Window, ...

I don't think, it's possible to change fontsize of titles by this option.

Windows title height (and font size) is fixed. If you think it should
be otherwise contact UI/HIE.

Sorry I was wrong. It is possible to modify caption height by
UIDefaults parameter "nb.desktopFrameCaptionHeight". If it is not set
default value is 20 pixels.
