In systems like ClearCase, directories containing
versioned objects must be created by a specific
command. In clearcase a directory cannot be
converted to one that contains versioned objects
after creation as a local directory.

This brings a big problem when a filesystem is
converted to a web module. The directories, that
are automatically created locally can not be added
to ClearCase later. It's necessary to decide at
the time the directories are created whether to
add them to ClearCase or not.

This issue describes one specific (the most
visible) problem of a more generic issue #31663.
