I must call above method from my module installer
unconditionally. Could you please provide a
declarative  way how to register it at SFS.

Right. This eager registration is bad and should be treated as a bug as it
affects our startup time.

Consider offering an annotation for the registration, whatever it is.

I like this idea (with or without associated annotation).
