Although might be obvious not to translate,
for consistency can #NOI18N comment be added on
lines before these keys ?
TEXT_new_char_ref_name
PROP_TREE_EXPANSION_DEFAULT

Also, can all the bundle files in the xml modules
jar files be checked to see if there are any other
lines that might need #NOI18N ?

Bellow keys are subject of internationalization or branding, however
it is possible that in most Locales will be used default value.

Added non-#NOI18N comments to default property file.
