UI specification for javadoc resource / build
target / doclet - customizers, property sheets,
creation wizards and spec of javadoc display in
the project explorer is missing.

i've filled in a bunch of information on the Javadoc side of things. i
am sure there will be a few issues as my imagination of what's
possible runs into reality. :-)
