Library should be handled as indivisible resource
for the project, which is used as a whole, rather
than a a collection of things each of them with
different usage in the project - as already
discussed on mailing list.
In future version, the "use as" information can be
stored in the library, but even then it makes a
little sense to manage pieces in the library when
the usage is already defined.
UI to select a particular library is missing.

if the user selects library we don't have to ask what each piece will
be used for. i would be happy to remove this panel as it would
simplify things. 

let me know if this can happen now or is something for a later
version. (what kind of support will libraries be ready to provide?)

i've added place holder ui based on the idea that there will be a list
of 'registered' libraries. the user can add and remove from this list.
the update will come when i push the doc out later today.

Reorganization of java component
